IBM and Maharashtra Launch AI Hubs

The Government of Maharashtra has entered a landmark partnership with IBM Technology (India) to transform public service delivery and technical education through artificial intelligence (AI) and emerging digital technologies. The initiative aims to modernize governance, enhance administrative efficiency, and equip the workforce with future-ready skills—setting a new standard for digital governance and inclusive development in India.

AI Centres of Excellence in Mumbai, Pune, and Nagpur

As part of the Memorandum of Understanding (MoU), the state will establish three AI Centres of Excellence in Mumbai, Pune, and Nagpur. Each centre will focus on a specific domain: geospatial analytics and disaster response (Mumbai), AI-driven forensic science (Pune), and a legal-tech framework known as MARVEL (Nagpur). These centres will integrate AI, hybrid cloud, and data analytics to enable real-time governance and modernized citizen services.

Through IBM’s educational and training platforms, the initiative will provide AI, cloud computing, and cybersecurity training to government employees and students. With this step, the state intends to bolster digital capacity, promote data sovereignty, and ensure that AI development remains transparent, secure, and under domestic control.

Skilling and Inclusion: A Multi-Sectoral Approach

Alongside the IBM partnership, the state government signed additional MoUs with social organisations such as Sri Sri Rural Development Programme Trust, Schneider Electric India Foundation, DeAsra Foundation, and Project Mumbai. This multi-stakeholder collaboration will modernize 20 Industrial Training Institutes (ITIs) and launch a state-wide skilling programme focused on solar technology, industrial automation, and soft skills development.

Special emphasis is being placed on inclusion. Project Mumbai will provide sign-language-based training and career development support for differently-abled students in ITIs. Additionally, 5,000 micro and small entrepreneurs will be trained in business development under the Maharashtra Innovation Society’s partnership with DeAsra Foundation.

Over the next four years, nearly 9,750 youth from cities like Mumbai, Pune, Nashik, Nagpur, and Amravati are expected to benefit from these efforts, which aim to bridge the digital divide and ensure holistic socio-economic development.

A Model for AI-Driven Governance

By combining advanced AI capabilities with inclusive skilling and employment programmes, Maharashtra is positioning itself as a national leader in digital governance. The strategic collaboration with IBM and other stakeholders signals the state’s commitment to leveraging technology for societal impact and economic growth—making it a model for other Indian states to follow.
