The Uttar Pradesh government is advancing a major pharmaceutical manufacturing initiative in Lalitpur, aiming to position the state alongside Gujarat and Andhra Pradesh as a national hub for bulk drugs and active pharmaceutical ingredients (APIs). Backed by a projected investment of over ₹12,000 crore, the Lalitpur pharma park is being developed on a 1,472-acre site, with 353 acres already under development in Phase I.
The project, entirely state-sponsored, is led by the Uttar Pradesh State Industrial Development Authority (UPSIDA). Officials say the goal is to boost industrial activity in the Bundelkhand region while enabling the state’s push toward self-reliance in pharmaceutical manufacturing. The project also aligns with broader goals of making Uttar Pradesh a US$1 trillion economy.
Zero liquid discharge and high-end infrastructure
The park is designed as a state-of-the-art facility with plug-and-play infrastructure, including climate-controlled warehouses, underground utilities, solvent recovery systems, and logistics hubs. A major feature is its commitment to Zero Liquid Discharge (ZLD), ensuring that no wastewater leaves the facility untreated. All industrial effluent will be processed, reused, or safely converted to solid waste.
UPSIDA has already secured environmental clearances and begun allotments. The site includes accommodation units, skilling centres, 24/7 surveillance, and partnerships with institutions like IIT and DRDO. The park is located near the Jhansi defence corridor node, enhancing its strategic industrial value.
Following roadshows in Ahmedabad, Chandigarh, and Hyderabad, UPSIDA plans further outreach in Mumbai to attract more pharma companies.
Employment and early investments gain momentum
The project is expected to generate nearly 14,000 direct and indirect jobs. Several companies have already committed investments: CSL Life Sciences will invest ₹200 crore in IV and OSD plants, Obmed Pharma will set up a ₹200 crore formulation unit, and Gaman Irradiation plans a ₹35 crore skin treatment facility. Mediheath Diagnostic is also establishing a healthcare unit within the park.
Officials confirm all land is under state control, and the first units are expected to be operational within 24–30 months. UPSIDA is partnering with Assystem India and other technical experts to ensure the park matches global standards.
